Its a gas! The Nobel Memorial Prize in Economics

Its a gas! The Nobel Memorial Prize in Economics

Scientific Cat-nundrums
This week, contracts won a Nobel prize. Or rather, economists Oliver Hart and Bengt Holmström were awarded the Nobel prize in economics for their work on contracts. Their studies have enhanced our understanding of incentives by examining how contracts affect relationships between employers, employees, societies and governments.  The application of incentives to IP is broad - the innovation/social contract approach to IP, patents as performance indicators in employment contracts, and, the bread-and-butter of IP, licensing contracts.

Eyes on the Prize
First of all, a bit of background. If you are an economist who supports the selection, i.e. that the winning economists work supports your own work, then you must praise the Nobel committees choice and the prestige of the prize. If you are not, then you must highlight that the economics prize is not a true Nobel prize, as it is comes from the Swedish National Bank, and therefore is not particularly impressive. Either way, one must be careful not to be too enthusiastic about a fellow economists success, lest it be taken for indication of an emotional imbalance.

Second of all, some tips if you, dear reader, are interested in winning said prize. First of all, start early and live long so that your genius has time to be recognised. Second of all, be male. Only one woman, Elinor Ostrom, has received the prize. Third, make sure you are somehow Western, and ideally American. Fourth, become at expert at posing for photos in front of books. Finally, surprisingly, remember you dont actually have to be an economist to win; John Nash, who had the gall to be a mathematician, won in 1994.  Things really are going to pot.

Contract theories
Hart and Holmström have won the prize because their names both start with H they developed complementary contract theories. Holmström began by studying trade-offs in contracts. The classic illustration is insurance, which combines both information asymmetry, where parties in a contract do not have the same information, and moral hazard, where a party may engage in riskier behaviour because the risk is shared. For example, a health insurer has less information about the insureds lifestyle than the insured.  [Merpels insurer doesnt know how much catnip she consumes.] Once insured, the insured shares potential costs with the insurer, and will engage in riskier behaviour. [Merpel has taken up parkour, because she wont have to pay for the hospital bills.]

Hart built further on this theory by examining the incompleteness of contracts. No contract can possibly foresee every outcome and consequence of incentives. He argued that property rights help mitigate this, as they place the burden of decision making on those with the property - and hence those with a stake in the unforeseen outcomes. Harts recent work on prisons illustrates this; summarised by The Economist: "In publicly owned prisons, managers might underinvest in quality-improving measures, but private owners face too strong an incentive to cut costs, leading to conditions for prisoners that are worse than those in public prisons." These incentives apply to most government services.  A privatised patent-granting body would have different incentives than a public body (think of those renewal fee$!)

Contracts and IP
Readers of Katonomics will be familiar with economists focus on the incentives-to-innovate theory of IP. This is often known as the Social Contract (covered previously here), in which IP is a contract between innovators and society; the monopoly protection of IP provides a long-term incentive to innovate. Society cannot foresee (information asymmetry) the value of each potential innovation, so all innovators are granted the same level of protection. Assigning the property right to the innovator incentivises innovation as the innovator has a stake in the outcome and the IP system as a whole.

Trophies, by R. Oxley, CC
A goal of researcher employment contracts is to align firms innovation needs with employee incentives. Patents are sometimes used as a metric of performance. There is a large body of economic analysis on the use of patents as a measure of innovation; the general conclusion of which is that patents measure patents, not innovation. More specifically, Harhoff and Hoisl (2007) examine German policies via a large survey, and find that, unsurprisingly, more valuable patents are associated with higher levels of employee compensation.  Baker (1992) models scientists salaries as entirely dependent on the number of patents they produce (a problematic assumption.)  In his model, scientists are unduly incentivised to work on "easy" patents and therefore the employer reduces the per-patent payment to avoid overpaying. Japan has recently changed its approach to patents, making it easier for employers to own patents generated by employees.

Finally, licensing contracts enjoy a never-ending analysis of incentives and clauses. The primary job of lawyers negotiating and drafting such contracts is to align the incentives in the contract with the needs of the client.  While researching the biotech sector in 2007, I came across an interesting case. My interviewee had exclusively licensed a product on a royalty basis. The licensee instead marketed a competing product, leaving the licensor without royalties.  The contract had been used to eliminate competition from the market, and failed to align the parties incentives. Another anecdote is the use by wealthy Multi-national Companies (MNC) of reversion clauses when partnering with companies in developing countries. The MNC engages in joint research and market expansion, then deliberately causes the project to fail in order to trigger the reversion clause. Both background and foreground IP, as per the contract, revert to the MNC. Its a cheap way to expand internationally.

I invite readers to tell their stories of the odd quirks of licensing contracts in the comments.  In the meantime, Im off to work with Merpel on contract incentives of catnip producers. Fingers crossed for a Nobel!

India Post planning to Launch its Own E Commerce Marketplace

India Post has been connected with e-business in India since the start of this idea. In 241 years of its presence the Department of Posts has possessed the capacity to set up in excess of 1.5 lakh post offices, covering greatest number of pin codes than any logistics organization, and hence turning into a closest companion for the Indian Internet retailers. However this is somewhat evolving now, the Government worked system is soon going to launch its own e-trade marketplace.

In a report by ET John Samuel, a part of Postal Services Board, said that India Post will be launching an Amazon and ebay like online store, which would be an overseen marketplace with solid look out for of who can sell and who can not. "In one hand we have Rs 4909 crore worth the trouble related foundation modernization plan and then again, we are spending an alternate Rs 2000 crore to have new vehicles to guarantee speedier conveyance." said Samuel.

This is the second Government pursue body IRCTC to venture into e-business. IRCTC had launched its portal in organization with Yebhi, however that didnt work out and Yebhi itself transformed its plan of action in 2014. India Post accompanies an involvement in taking care of e-trade logistics, additionally it had gotten into a Mou with organizations like Snapdeal, Amazon and Shopclues to drive this specific portion. Will this new arm make a clash of enthusiasm with portals managing in the same space?

This Government body could leverage the brand it has assembled among the consumers, in-street into provincial populace, the prepared supply chain base it has furthermore its experience assuming a part as a budgetary body to deal with the payments. Albeit this looks cheerful, one can sit tight for a couple of months more to perceive how does this picture really ends up being.

The Windows 10 vs Chrome OS battle means its a great year to buy a PC!!!!

The Windows 10 vs Chrome OS battle means its a great year to buy a PC!!!!

The Windows 10 vs. Chrome OS battle means its a great year to buy a PC!!!!

WINDOWS10 CHROME OS

  1. Laptops with Microsoft’s Windows 10 will be in a heavyweight bout with Chromebooks for market dominance later this year, but no matter who wins, PC shipments will benefit from the clash.
  2. Worldwide PC shipments are expected to decline by a lower-than-expected rate of 3.3 percent this year, and fall by just 1.8 percent in 2016, as Windows 10 and Chromebooks help stop years of bleeding in the PC market, IDC said on Monday. Shipments declined by 4.7 percent last year when compared to 2013.
  3. Rival firm Gartner disagreed, saying that PC shipments actually rose 1 percent in the fourth quarter of 2014 to 83.7 million units. Its report excludes Chromebooks.
  4. The release of Windows 10 could appeal to businesses that want to upgrade PCs but passed on the maligned Windows 8, said Jay Chou, senior research analyst at IDC.
  5. Windows 10 addresses many of the complaints aimed at Windows 8, and its preview version has received positive reviews, Chou said.
  6. The OS could do well in the U.S. market, but it’s hard to project if consumers will immediately upgrade PCs, Chou said.
  7. A lot depends on whether Microsoft offers the OS as a free upgrade or charges for the OS. If Windows 10 is free, people may choose not to upgrade hardware, Chou said.
A welcoming environment for Windows 10

WINDOWS 10 WINDOWS 8

  1. Lenovo and Dell have already issued ringing endorsements for Windows 10, saying customers are anxious to upgrade to the new OS especially after the controversial Windows 8. One of the appeals is the return of the Start menu, and a stronger focus on the desktop.
  2. “Microsoft has the home court advantage, with the installed base,” Chou said. “If Microsoft can help PCs be price competitive, then there is this home-court advantage to maintain Windows share.”
  3. But Windows 10 faces a challenge from Chromebooks, which are low-cost laptops with Google’s Chrome OS. Chromebooks are gaining strength, and helped PC shipments during the fourth quarter last year. Chromebooks were popular with students and consumers during the holiday shopping season, and will increase their appeal as more people move to Web-based computing.
  4. Worldwide PC shipments totaled 80.8 million units during the fourth quarter, declining by just 2.1 percent compared to the same quarter last year. Of all PCs, laptops accounted for roughly 50 to 55 percent of all shipments, of which 4 to 6 percent were Chromebooks.
  5. Many Chromebooks cost under $250 and are packed with features, which makes them attractive, Chou said.
  6. “A lot of times the build quality is better than the netbooks we saw years ago,” Chou said.

Chromebooks vs. cheapbooks
  1. Microsoft is trying to battle Chrome OS through a series of low-cost laptops and desktops that run on Windows 8 with Bing, which is licensed at no cost to PC makers. The low-cost laptops have minimal storage and are mostly for people who don’t need heavy computing resources, and mostly use them to surf the web, do social media and store files online. HP sells Windows-based Stream laptops and an all-in-one starting at under US$200.
  2. It remains to be seen how Microsoft adapts Windows 10 to battle Chrome OS. Microsoft is expected to share more details about Windows 10 at a January 21 event on its Redmond, Washington, campus.
  3. But no doubt, a strong end to 2014 has set the tone for a better PC market this year. Lenovo was the world’s top PC vendor during the fourth quarter last year, shipping 16.05 million units, up by 4.9 percent compared to the same quarter in 2013. HP came close to regaining the top spot it previously held, shipping 15.88 million units and growing by 15.1 percent. In third place was Dell, shipping 10.88 million units, an 8.5 percent increase. A rebounding Acer grew its shipments by 3.2 percent to reach 6.22 million units. Apple was the world’s fifth largest PC vendor during the quarter, shipping 5.75 million units, up by 18.9 percent. Asustek was bumped out of the top five list during the quarter.
